Court-martial concludes for Coast Guard member

October 26, 2015

NEW ORLEANS — A Coast Guard member was found guilty of conduct unbecoming an officer and gentleman during a court-martial at the Hale Boggs Federal Building Friday.

A panel of Coast Guard officers found Chief Warrant Officer Richard M. Clark guilty of one specification of Article 133 under the Uniform Code of Military Justice.  The panel found CWO Clark not guilty of several other charges including: drunken or reckless operation of a vehicle, sexual assault, assault and obstruction of justice.

The Eighth Coast Guard District Commander referred Clark’s case to a general court-martial on June 4 following an Article 32 hearing completed April 24, which determined there was sufficient evidence to move the case forward to court-martial.

Clark was assigned to Marine Safety Unit Port Arthur, Texas, when the incident occurred. He is currently administratively assigned to Coast Guard Sector Houston-Galveston.
