Coast Guard Sector Baltimore recommends boaters prepare for severe winter weather

January 22, 2016

BALTIMORE — Coast Guard Sector Baltimore recommends Friday boaters make preparations while the Port of Baltimore and upper Chesapeake Bay remain open as winter storm Jonas arrives.

The path of winter storm Jonas is expected to bring heavy snow, high winds sustained at 35 mph and potential gusts up to 60 mph, and cold temperatures.  Members of the port community should take adequate precautions and review their Severe Weather Contingency Plans. Specifically, heavy snow and high winds are expected this evening through early Sunday morning.  Gale force winds are expected throughout Saturday with the potential for higher gusts and white-out/zero visibility conditions.  The eastern shore has a greater potential for coastal flooding.

While the Port of Baltimore and upper Chesapeake Bay remain open, it is recommended the following provisions of Port Condition Yankee be implemented:

• Vessels must have effective mooring and anchorage arrangements for anticipated storm surge and wind; vessel agents are asked to notify vessel masters of this requirement.

• Facilities must minimize debris that could become missile hazards.

• Cease lightering and bunkering when sustained winds reach 40 mph. Transfer hoses and loading arms must be drained, flanged and secured. Valves on transfer piping leading to pier and waterfront areas must be secured in the closed position.

In the event the captain of the port for the Port of Baltimore imposes further restrictions, they will be broadcast on VHF-FM marine radio channel 16. Additionally, all notifications will be forwarded to the Maritime Exchange and will be available as requested. The Coast Guard will provide the earliest possible advance notification before changing port conditions.  For additional information regarding severe weather preparations and port conditions, please refer to the Sector Baltimore Maritime Hurricane Contingency Plan, located at https://homeport.uscg.mil/baltimore.
