Ten Chinese ports will resume foreign crew change operations with certain requirements in place, taking into account the current COVID-19 situation. The 10 ports include Dalian, Tianjin, Qingdao, Shanghai, Ningbo, Fuzhou, Xiamen, Guangzhou, Shenzhen, and Haikou.  The move was announced by seven major Chinese institutions last week including the Ministry of Transportation (MOT), BIMCO said. Seven crew members deployed on MOL’s Capesize bulker Vega Dream have tested positive for COVID-19, the Japanese shipping company confirmed. The 2010-built vessel, manned by 20 crew members, arrived in Port Hedland, Western Australia, on October 3, after carrying out a crew change at the end of September. MOL said that among the infected seafarers, one crew member boarded the ship on August 13 and six crew members boarded Vega Dream on September 24, which is the latest crewchange for the vessel. ... South Korean shipbuilding major Hyundai Mipo Dockyard has secured an order for the construction of two LPG carriers from an undisclosed African shipowner. According to Clarksons Platour Shipbroking, West Africa LPG is behind the order featuring two 23,000 cbm fully refrigerated LPG carriers. The vessels are conventionally fuelled, Clarksons said. German shipbuilder MV Werften, part of Genting Hong Kong (GHK), has received a €193 million (about $227 million) state-supported loan to complete the cruise ship Crystal Endeavor for delivery and keep the shipyard operations till March 2021.  The loan was recently granted by the State of Mecklenburg-Vorpommern and German federal authorities.  All the funds from the loans will be used in Germany for MV Werften shipyards, the shipbuilder said in a statement....
