BUFFALO, N.Y. – The U.S. Coast Guard, in collaboration with the Buffalo Police Department and U.S. Border Patrol, is conducting a half-day active shooter response exercise Thursday morning at Coast Guard Sector Buffalo, located at 1 Fuhrmann Boulevard in Buffalo.  Those nearby should expect to hear gunshot sounds from blank ammunition being fired, emergency announcements, and yelling from exercise players, and may notice increased presence of police officers and emergency personnel.  ... PHILADELPHIA — The motor vessel Santa Lucia, which was aground in Delaware Bay, got back underway under its own power at approximately 3 p.m. Tuesday. The Santa Lucia is scheduled to anchor at Big Stone Anchorage for a Coast Guard safety inspection before moving on to its destination of Philadelphia. There are no reports of injuries or pollution. A crewmember aboard the 470-foot Santa Lucia contacted Coast Guard watchstanders at about 4:30 a.m. to report the grounding. The ship's cargo is reported to be fresh produce. SAN PEDRO, Calif. -  The Coast Guard aided a man with a disabled 35-foot boat, taking on water, Monday night at approximately 7 p.m., near Avalon Harbor on Catalina Island, Calif. Sector Los Angeles-Long Beach Command Center personnel received a dispatched 911 call for help around 6 p.m., reporting a disabled vessel taking on water. The boat did not possess a marine-band radio or a GPS system; the man was only able to communicate with 911 personnel by cell phone. The cell phone was used to locate the last know position....
